RODs, depending on your perspective, are either videographic artifacts, insects, small UFOs, or interdimensional beings. We don't know what they are, but it is relatively important to remember that bacteria, DNA, and atoms were unknown to science also at one time. Many people theorized that they all existed, but even though science was slow to accept them, they finally were.
The study of the phenomenon known as RODs is a relatively new one as compared to study and history of UFOs, but there is some evidence that RODs were sighted long ago, if you believe some people's interpretations of some cave drawings in Argentina:

mean this explanation is the ONLY explanation, or that it is
the RIGHT one. It is just a POSSIBLE explanation.

Project Blue Book was one of a series of systematic studies of
unidentified flying objects (UFOs) conducted by the United States Air
Force (U.S.A.F.). Started in 1952, it was the second revival of such a
study (the first two of its kind being Projects Sign and Grudge). A
termination order was given for the study in December 1969, and all
activity under its auspices ceased in January 1970.
